最大の理由は、「官僚を、国民が辞めさせるしくみがない」ことだ。官僚は徹底的に守られている。守られた中で国を動かせば、お手盛り、好き勝手な行動を「日本の将来のために」という名分のもとに、やり始める。しかし国民はそれを拒否することができない。しくみがない。こういう構造によって、大日本帝国末期、国民は民主政治を持ちながら、やばいやばいと思いながら戦争をやめさせることができなかった。
このまま官僚の勝利に終わらせることは、非常に危険である。国民が権力を付託し、やめさせることができる存在（政治に）に、主導権を握らせることは、経済対策や対米関係の比ではなく、重要なことだ。
